Four steps.

Every document carries its date
The school insurance, the licence, each instructor's certifications. The expiry date is a field, not a note in a notebook — which is why the system can look at it.
A job checks every day
It runs once a day and looks at everything that has a date. It is not a reminder somebody set: it is the system asking itself, every day, whether anything is running out.
It warns three times, not once
At thirty days, at fourteen and at seven. Three warnings, because a single one always lands on a day you are busy — and then again on the day it actually expires.
The badge tells the truth
A school with valid insurance shows it to whoever books. And the school is warned in time to renew it.
